17 month old child relocation visitation tips please read (never married ran out of space)?

My sister is moving out of state with her husband who is in the U.S airforce. He has to move and has no choice, and my sister can not stay in this state anymore because she will have no where to live. She has a child with another guy who has visitation 2 times a week for 6 hours, and every other saturday for 6 hours. He filed an emergency court trial to make it so my sister can not relocate her daughter. He refuses to talk to her about visitation or anything. The babys daddy is 22 works at subway and lives with his mother, he’s not going to school, and he has never gave his daughter a bath, and he’s never had an overnight, he won’t even take her to the doctor, he can not finacially support himself, and has no insurance. My sister is a stay at home mom support by her husband in the air force, she take great care ofher daughter, and is with her 24/7, and provide all the insurance. Any help would be great just some tips, or what could possibly happen, can they make her stay in the state?

Relocating to GA
If the Court is advised of everything that you state here they most like will allow her to go, but order that she pay airfare or transportation costs (at least 1/2 of them) so that the natural father will be able to maintain a relationship with his daughter. Once she relocates she may want to contact an attorney to get everything in writing right down to the last possible line, so that if he violates it even once she will have recourse. what ur sis needs 2 do is take it 2 the court n let them know that he does nothing for the baby… she will win once they see that her husband supports her n the baby n becuase of his job serving the country he needs 2 go where they send him… she has nothing 2 worry about she will b able 2 leave ull see
