what ur sis needs 2 do is take it 2 the court n let them know that he does nothing for the baby… she will win once they see that her husband supports her n the baby n becuase of his job serving the country he needs 2 go where they send him… she has nothing 2 worry about she will b able 2 leave ull see

If the Court is advised of everything that you state here they most like will allow her to go, but order that she pay airfare or transportation costs (at least 1/2 of them) so that the natural father will be able to maintain a relationship with his daughter. Once she relocates she may want to contact an attorney to get everything in writing right down to the last possible line, so that if he violates it even once she will have recourse.
